What is a Comprehensive Plan?

According to New York State law, a Town Comprehensive Plan is

the materials, written and/or graphic, including but not limited to maps, charts, studies, resolutions, reports and other descriptive material that identify the goals, objectives, principles, guidelines, policies, standards, devices and instruments for the immediate and long-range protection, enhancement, growth and development of the town located outside the limits of any incorporated village or city.

New York State Consolidated Laws, Section 272-a 2(a)

A comprehensive plan is intended to set the overall direction for growth and development in the Town. Once adopted, the plan becomes the legal basis by which the Town creates or amends its zoning ordinance.

What does it mean for Rosendale?

The comprehensive plan is an opportunity for the entire community to reflect on the opportunities and problems facing the Town and to come together to establish a set of policy recommendations to respond to these circumstances. A comprehensive plan can be used to answer a variety of questions about Rosendale. They can include:

  • What should Rosendale look like in the future?
  • Where should there be open space?
  • Where should there be housing?
  • Where should there be businesses?
  • What do we need to protect?
  • What should we try to improve?

The comprehensive plan can be an opportunity for the entire community to engage in a discussion of how Rosendale can become the best Rosendale it possibly can be.

 How can I get involved?

Public participation is essential for the plan’s success. All committee meetings are open to the public. While these are working meetings for the committee, time will be set aside at each meeting for public comment. (They are held at the new Community Center at 7PM on the second Monday of every month.)

The Comprehensive Plan Committee will also be providing opportunities for public input and comment on draft recommendations and then on the draft plan itself.  Watch this website for further information!

Even if you are unable to attend committee meetings or public comment meetings, please feel free to contact the committee to share your ideas on Rosendale’s future. There will be an email link for the comprehensive plan committee on the Town website. Or you can write to the Committee by clicking on this link.
